class=\"bulleted-list\"><li>At the point in the prrocess where budgets are creatd, you <mark class=\"highlight-orange\">should have a well-defined worrk breakdown structure<\/mark>, <mark class=\"highlight-orange\">an activity list with resource<\/mark> and <mark class=\"highlight-orange\">duration estimates for each activity<\/mark> and <mark class=\"highlight-orange\">a schedule<\/mark>. <mark class=\"highlight-orange\">The budget is then constructed by applying rates and dates against those resources and activities to create activity cost estimates and a cost baseline, as prescribed in the cost management plan<\/mark>.<\/li><\/ul><ul id=\"caec4aa8-111b-48aa-aaa0-9c7045c52f66\" class=\"bulleted-list\"><li>Life-Cycle Costing<ul id=\"d2a638ff-3835-4290-ad21-cab3923a7bfc\" class=\"bulleted-list\"><li>List -cycle costing looks at <mark class=\"highlight-orange\">the total cost of ownership from purchase or creation, through operations, and finally to disposal<\/mark>. It is a practice that <mark class=\"highlight-orange\">encourages making decisions based on the beigger picture of ownership costs<\/mark>.<\/li><\/ul><\/li><\/ul><ul id=\"1119df53-c463-49af-895d-549914ccb331\" class=\"bulleted-list\"><li>Value Engineering<ul id=\"b59492ae-a608-4998-93db-078468fea520\" class=\"bulleted-list\"><li>Value Engineering is the practice of<mark class=\"highlight-orange\"> trying to get more out of the project in every possible way<\/mark>.<\/li><\/ul><ul id=\"6924000f-bb2c-461a-9ddb-3f0d1f9e0e62\" class=\"bulleted-list\"><li>It is a way of <mark class=\"highlight-orange\">working to increase the bottom line<\/mark>, <mark class=\"highlight-orange\">decrease costs<\/mark>, <mark class=\"highlight-orange\">improve quality<\/mark>, <mark class=\"highlight-orange\">shorten the schedule<\/mark>, and <mark class=\"highlight-orange\">generally squeeze more benefit and value out of each aspect of the project<\/mark>.<\/li><\/ul><ul id=\"5ad3cb6f-f847-4a49-9b03-2ab0628c04ee\" class=\"bulleted-list\"><li>The key of value engineering is that <mark class=\"highlight-orange\">the scope of work is not reduced by these other
